## Included datasets

1. `osha_hydraulic_injection_cases_v1_0.csv` and `.json` — 25 directly reviewed OSHA IMIS narratives dated 1991–2020.
2. `osha_ita_2025_explicit_hydraulic_injection_cases_v1_0.csv` and `.json` — four 2025 ITA records that explicitly meet the tissue-entry rule.
3. `osha_ita_2025_hydraulic_term_records_by_state_v1_0.csv` and `.json` — state-by-state counts from a literal hydraulic/hydrolic search of seven specified fields.
4. `osha_ita_2025_tennessee_hydraulic_term_records_v1_0.csv` and `.json` — all 19 Tennessee literal-term matches with manual mechanism coding.
5. `hydraulic_hose_failure_claim_ledger_v1_1.csv` — source-quality and publication-status ledger.

## Source-system separation

The historical IMIS case set and current ITA case-detail set must not be merged into a single time-series or incidence denominator. They have different coverage rules, collection processes, and selection effects.

- **IMIS set:** a query-located, manually reviewed set of official OSHA accident-investigation narratives.
- **ITA set:** employer-submitted OSHA Form 300/301 case details from specified establishments and industries. The current file covers 2025 cases submitted from January 1 through March 15, 2026 and is not the final complete-year file.

## Current ITA term-match rule

A record enters the candidate universe when `hydraulic` or the common misspelling `hydrolic` appears, case-insensitively, in at least one of:

- `job_description`
- `New_incident_location`
- `New_incident_description`
- `New_nar_before_incident`
- `New_nar_what_happened`
- `New_nar_injury_illness`
- `New_nar_object_substance`

This produced 740 records nationally and 19 records for Tennessee establishments.

## Strict current tissue-entry rule

Include only when the official narrative explicitly states that hydraulic fluid or oil:

- was injected into tissue;
- pierced tissue; or
- was ejected with pressure into tissue and produced a puncture wound.

Four records met that rule. Records describing spray, splash, burns, bruising, abrasions, or lacerations without explicit fluid entry remain outside the strict total.

## Geographic rule

The ITA `city` and `state` fields describe the reporting establishment. They do not necessarily identify the incident location. The Shelby County field classifies only establishment cities appearing on Shelby County's official list of seven incorporated municipalities.

## Non-negotiable interpretation limits

- These datasets are not national or state incidence rates.
- ITA data is not representative of every establishment or worker.
- A zero in a state table means no record matched this exact rule in this exact file; it does not mean zero real-world injuries.
- Outcome and day-count fields reproduce employer-submitted OSHA data.
- Source narratives are quoted only inside the downloadable research data where needed for reproducibility; page prose should paraphrase and deep-link by record ID.

## Refresh schedule

- Re-run the historical IMIS query audit quarterly.
- Re-run the current ITA extraction when OSHA replaces or updates the 2025 file.
- Replace the partial 2025 state table after OSHA posts the final complete-year file.
- Increment the dataset minor version for new rows or corrected coding; increment the major version for a methodology change.
- Update the visible “Last verified” date only after the source files and row coding have actually been rechecked.
